🎨 Add Pallete and Accent Variables

- Implement CATPPUCCIN_PALETTE variable
  - This is used by nvim/etc to determine the catppuccin theme flavor
- Implement CATPPUCCIN_ACCENT variable
  - This is used by various applications to set the accent color
