feat(snacks): add snacks-tea.nvim for Gitea/Forgejo PR integration

Wires up sbulav/snacks-tea.nvim as a Snacks extension via the tea CLI,
mirroring the existing GitHub gh_issue/gh_pr picker integration for
Gitea/Forgejo remotes. Adds <leader>gt/<leader>gT/<leader>gc keymaps
and documents the tea CLI dependency in the README.
